Somalia’s Minister of Ports and Maritime Transport, Abdulkadir Mohamed Nur Jama, has emerged as the leading contender to succeed Speaker Aden Mohamed Nur Madobe, who is expected to transition to leadership responsibilities in South West State.
If elected, Abdulkadir would assume one of the most
influential positions in Somalia’s governance architecture at a critical moment
for the Horn of Africa nation.
The country is navigating complex political debates,
including concerns surrounding the extension of the President’s term, ongoing
constitutional reforms, and efforts to consolidate democratic institutions
after decades of instability.
As Speaker of the House of the People, Abdulkadir’s
immediate responsibility would be to steer parliamentary business, build
consensus among lawmakers, and oversee the legislative agenda required to
support Somalia’s security, governance and economic transformation goals.
The role will require balancing competing political
interests while ensuring Parliament remains a credible platform for national
dialogue.
Among the key priorities awaiting the next Speaker is the
enactment of laws aimed at strengthening national security, enhancing the rule
of law, attracting investment and creating an enabling environment for economic
growth. Somalia continues to confront threats posed by the extremist group
Al-Shabaab, making legislative support for security sector reforms and
counter-terrorism initiatives a pressing concern.
The next Speaker will also play a pivotal role in
shepherding legislation linked to constitutional implementation, electoral
reforms and decentralization, issues that remain central to Somalia’s long-term
political stability.
Speaking on his leadership credentials, Abdulkadir expressed
confidence that his extensive experience across government, diplomacy and
security institutions has adequately prepared him for the task ahead.
“My years of service in government, diplomacy and national
security have given me a deep understanding of the challenges facing our
country and the opportunities before us. I believe that experience places me in
a strong position to serve Parliament and the Somali people effectively,” he
said.
He added that Somalia’s future remains bright despite the
challenges confronting the nation.
“Somalia has a great future. Our people are hardworking,
resilient and determined to rebuild their country. With the right policies,
strong institutions and national unity, we can create a safe, secure and
prosperous nation for future generations,” he said.
Abdulkadir brings to the race an impressive public service
record spanning more than a decade. Before becoming Minister of Ports and
Maritime Transport in March 2025, he served as Somalia’s Minister of Defence,
where he was recognised for championing efforts to strengthen the country’s
security forces and intensify operations against Al-Shabaab.
His previous assignments include serving as Minister of
Justice, Senior Adviser to the Speaker of Parliament, Deputy Director and
Acting Director of the National Intelligence and Security Agency (NISA), and
various diplomatic postings at Somalia’s embassy in Ankara, Turkey.
With a background that combines security, diplomacy and
legislative affairs, Abdulkadir is positioning himself as a bridge-builder
capable of guiding Parliament through one of the most consequential periods in
Somalia’s modern history.
