Ruth Kulundu appointed as acting IEBC CEO

IEBC confirmed to Citizen Digital on Wednesday that Kulundu will serve in the position while retaining her previous role as the Deputy Commission Secretary (DCS) - Operations.

The position was previously occupied by Moses Ledama Sunkuli, who will now retain his Director of Electoral Operations position.

The position fell vacant in February 2026 after Marjan Hussein Marjan resigned following a mutual agreement to terminate his services.

Marjan stepped down after mounting pressure from opposition parties demanding his exit ahead of the next General Election. 

Kulundu boasts 12 years of experience in election coordination, having worked with the IEBC Regional Elections Coordinator from 2010 to 2017 and later as the County Elections Manager (CEM).

She holds a Masters of Business Administration (MBA) - Strategic Management from the University of Nairobi (UON) and a Bachelor of Commerce from the same institution.

She is an Associate of the Chartered Insurance Institute of London (ACII) and Kenya (AIIK) and also the Associate of the Chartered Institute of Arbitrators (Kenya Chapter).

The IEBC advertised vacancies in the CEO position on July 28, and applications must be submitted by August 11, 2026.

Kulundu's history at the IEBC was however once shaky as Marjan interdicted her in 2023 on allegations of gross misconduct, insubordination and participation in illegal activities, contrary to her employment terms of service.

Marjan accused Kulundu of impersonation and arranging an illegal commission plenary meeting, during which four commissioners who disputed the 2022 presidential election results picked law firms that would represent the commission in the presidential election petition filed by Azimio la Umoja One Kenya Presidential candidate Raila Odinga.

The court, however suspended the move, noting that Kulundu has made a proper case in her defense.
