KMTC accountant charged with forgery of KCSE certificate

A Kenya Medical Training College (KMTC) accountant has been charged for allegedly forging a Kenya Certificate of Secondary Education (KCSE) certificate to secure university admission and later gain promotion within the institution.
According to the Ethics and Anti-Corruption Commission
(EACC), Cyrus Oigoro Miencha allegedly altered his KCSE results from a mean
grade of C- (minus) to C+ (plus) before using the certificate to gain admission
to Kisii University, where he pursued a Bachelor of Commerce degree.
Investigators said the suspect later used the degree
certificate obtained through the allegedly forged academic papers to seek
promotion at KMTC.
Court documents seen by Citizen Digital show that Miencha faces five charges, among
them fraudulent acquisition of public property, forgery, uttering a false
document and presentation of a forged certificate.
In the first count, prosecutors allege that between November
2019 and June 30, 2023, at KMTC Kabarnet Campus in Baringo County, he
“fraudulently acquired public property amounting to Ksh.3,965,292.30, being
salaries paid as a result of obtaining promotion at the said College using a
false Kenya Certificate of Secondary Education.”
The charge sheet further states that the forged KCSE
certificate bore index number 703508/008 and falsely indicated a mean grade of
C+ (Plus).
In another charge, the accused is alleged to have presented
the forged certificate to Kisii University on or about September 25, 2014, to
gain admission.
Prosecutors told the court that he presented the document to
Joshua Omboga Momanyi, an officer at the university’s admissions office,
“purporting it to be a genuine certificate issued to you by the Kenya National
Examination Council, a fact you knew to be false.”
The court also heard that on March 22, 2019, Miencha
allegedly uttered the forged KCSE certificate to Margaret Anyango Odidi, then
Principal of KMTC Webuye Campus, while seeking employment-related benefits.
He is also accused of presenting the same forged certificate
at KMTC Kabarnet Campus on or before December 2, 2022, to Danvas Nyachio Otara,
an official at the institution.
The EACC said investigations into the matter were completed
before the file was forwarded to the Office of the Director of Public
Prosecutions (ODPP), which approved criminal charges against the suspect.
Miencha denied all charges and was released on a cash bail
of Ksh.200,000 or an alternative bond of Ksh.500,000 with a surety of a similar
amount.
The case will be mentioned on June 15, 2026, for pre-trial
directions.
The anti-graft agency said it will also pursue civil
proceedings to recover salaries and benefits allegedly obtained through
fraudulent academic qualifications.
