Government Printer employee among 3 arraigned over forging title deeds, illegal possession of public documents

Three individuals, including a staffer from the Government Printer, were on Thursday arraigned at the Milimani Law Courts to face a total of 18 charges linked to forgery, possession of illegal public documents, and making false papers.
The Director of Public Prosecutions (DPP) levelled the charges against Livingstone Ambani Munala, Leonard Clifford Wafula, and Paul Muigai Kimani, accusing them of forging official stamps and documents purporting to be from various government agencies.
Munala faces 13 out of the 18 counts, including seven related to the forgery of official government stamps and possession of public stores. He is also accused of creating false documents, among them two fake land title deeds.
"On the 28th of March 2025, at a residence along Desai Road in Starehe Sub-County, Nairobi, Munala was found in possession of instruments capable of producing stamp impressions in the names of a number of land officials—specifically I.R Jeptanui-439, C.S Maina-235, V. Njane-478, Mochonge O. Nicholas-014, A.W Mararia-271, and C.N Kituyi-215—purporting them to be genuine stamps of land registrars and administrators," the prosecution said.
He was also found with two forged title deeds bearing serial numbers 29131 and 3894792, which were allegedly made to look like they originated from the Government Printer.
In addition, he had in his possession blank land title forms, official receipts, and nine green cards marked (L) 298, all belonging to the State Department for Lands. These items are suspected to have been stolen or obtained unlawfully.
Leonard Clifford Wafula, who is employed by the Government Printer, and Paul Muigai Kimani were each separately charged with unlawful possession of public stores.
In Wafula’s case, the court was told he had in his possession an International Certificate of Vaccination issued by the Ministry of Health, recovered from his home in Umoja estate.
Kimani was found with two file covers labelled under the Directorate of Criminal Investigations (DCI), also believed to have been obtained illegally.
The accused pleaded not guilty before Senior Principal Magistrate Benmark Ekhumbi. The prosecution is being led by Norah Achieng.
Munala was granted bond of Ksh. 3 million, while Wafula and Kimani were each released on a bond of Ksh. 600,000 pending trial.
