The programme was initiated in December 2024 by Attorney General Dorcas Oduor, SC, in collaboration with senior government officials, as a response to persistent gaps in service delivery, particularly in remote and underserved areas.
Speaking during the seventh edition of the initiative in Nyakach Sub-County, Kisumu County, Principal Secretary Ouma Oluga said Huduma Mashinani is structured as a last-mile social equity model aimed at ensuring no citizen is left behind due to lack of information or proximity to government offices.
Residents in Nyakach were provided with a wide range of services, including birth certificate and national identity card registration, marriage registration, legal aid, passport applications, Directorate of Criminal Investigations (DCI) services, medical services, Social Health Authority (SHA) registration, voter registration, and enrolment with the National Employment Authority.
The outreach also incorporated public health sensitisation, with a focus on addressing what officials described as a triple burden affecting young people: teenage pregnancies, HIV infections among the youth, and gender-based violence.
According to the PS, Huduma Mashinani has already been rolled out in several regions across the country, including Muhoroni, Chepsaita, Alego Usonga, Rarieda, Butere, and Kinango, among others. He noted that the initiative has consistently drawn large crowds, with thousands of residents turning up to access services and participate in economic empowerment activities.
The programme aligns with the Bottom-Up Economic Transformation Agenda championed by President William Ruto, which seeks to expand economic opportunities and improve service delivery at the grassroots level.
