Experienced former Newcastle and Manchester United stopper Dubravka will join on a free transfer after he left Burnley at the end of last campaign.
"Tottenham is one of the biggest clubs in the Premier League and I can't wait to meet everyone and get started," said Dubravka.
Antonin Kinsky usurped Vicario as first choice towards the end of the season under Roberto De Zerbi as Spurs narrowly avoided relegation from the Premier League.
According to reports, Kinsky will retain his place with Vicario set for a return to Italy.
Dubravka joins Andy Robertson, Marcos Senesi and Jan Paul van Hecke in joining De Zerbi's rebuild at Spurs.
"I am very happy because Martin is a goalkeeper with big experience and a strong mentality," said De Zerbi.
"He has very important qualities for me and will bring balance, leadership and competitiveness to our dressing room."
