The President was speaking on Sunday during a church service at St. Martin's ACK Church in Kitui town, where he later led a fundraiser for the construction of the church.
"Hakuna sehemu ya Kenya tutaacha nyuma. Naona wengi wanashangaa ati hata mahali hatukupigiwa kura tunaleta maendeleo," Ruto said.
Quoting scripture, the President added, "Neno la Mungu linasema, how beautiful is it when my people live together in harmony."
Ruto said the government had set aside Ksh 350 billion in the infrastructure fund for roads and water projects across the country, noting that Kitui had so far benefitted from more than Ksh 3 billion for development.
On the stalled Thwake Dam, the President announced that Ksh 10.6 billion had been earmarked for its completion, adding that the project would be commissioned in April next year.
"The largest dam ever built iko hapa. Ilienda pesa ikaleta shida lakini sasa pesa imepatikana na imepata approval last month," he said.
"By April next year nataka tuwe tu commission hii dam, ndio mpate maji ya kunywa, ya irrigation, na ndio hii sehemu iweze kuenda mbele."
The President also acknowledged challenges facing the Social Health Authority (SHA) programme, but assured residents of Kitui that his administration would address them.
He maintained that the SHA scheme was working for all Kenyans and urged more people to register.
The service was attended by Kitui East MP Nimrod Mbai, Kitui South MP Dr. Rachel Nyamai, Mwingi West MP Charles Nguna and Kibwezi West MP Mwengi Mutuse, alongside Labour Cabinet Secretary Dr. Alfred Mutua and Livestock Principal Secretary Jonathan Mueke.
