President Ruto signed the Senate Bills at the Eldoret State Lodge, Uasin-Gishu County, on Monday to enhance the allocation of resources to counties and streamline administration in county assemblies.
The County Governments Additional Allocations Bill 2026 governs the transfer of conditional and non-conditional resources from the National to County revenue plans.
This will see an increase in additional allocations to county governments from Ksh.70.67 billion in the 2025/2026 financial year to Ksh.71.09 billion in 2026/2027.
The funds will be drawn from the National Government's share of revenue, statutory entitlements, loans and grants from development partners.
It will be meant to support healthcare, agriculture, climate change resilience, drought response, and water and sanitation, among other programmes.
The County Assembly Services (Amendment) Bill, 2023, strengthens the governance and administration of county assembly services.
It establishes procedures for the removal of County Assembly Service Board members and the suspension and removal of Clerks, and safeguarding the rights and benefits of staff on secondment.
Upon enactment, it will guarantee the right to fair administrative action.
President Ruto has maintained that his administration's goal will remain to strengthen devolution, improve service delivery and ensure county governments have the resources necessary to fulfil their responsibilities and improve the lives of Kenyans.
