Former Attorney General and Democratic Party leader Justin Muturi has called on the National Security Council to investigate concerns over the alleged issuance of Kenyan identification documents to people in border communities.

Muturi said the Government should establish the facts surrounding the allegations and take appropriate action if any laws have been violated.

“The National Security Council must act now to protect the integrity of Kenya’s identification system, national security and public confidence in the electoral process,” Muturi said.

Speaking in Bondo, Siaya County, on Sunday, Muturi said concerns relating to citizenship, national identification and border security should be addressed through proper investigations, particularly as the country approaches the 2027 General Election.

“Questions of citizenship, national identification, border security and electoral integrity are too serious to be handled casually or allowed to escalate,” he said.

Muturi also cautioned chiefs and other public officers involved in population registration against facilitating unlawful registration or falsifying identification records.

He said data and identification records generated during the current registration period could be subjected to scrutiny and audit after the 2027 elections.

“We further caution chiefs and other public officers responsible for population registration that population data and identification records will be subject to scrutiny and audit after the 2027 General Elections,” Muturi said.

He warned that officials found to have violated the law could face personal accountability through the appropriate legal processes.

“Any officer found to have unlawfully facilitated registration, falsified records or breached the law will be held personally accountable through the appropriate legal processes,” he said.

Muturi urged the National Security Council to act before the concerns become more contentious as the country moves closer to the elections.

“This is a matter that demands transparency, accountability and urgent action before it gets out of hand,” he said.

His remarks come amid growing political attention on Kenya’s identification and voter-registration processes ahead of the 2027 General Election.

Muturi’s call was for an investigation to establish the facts surrounding the allegations, rather than an assertion that unlawful issuance of identification documents has already been established.

The National Security Council, chaired by the President, coordinates national security policy and would work with relevant government agencies to establish whether any unlawful issuance of identification documents has occurred and, where necessary, facilitate appropriate action under the law.
