Mixed bag for Somalia PM Barre in four-year stretch

As Prime Minister Hamza Abdi Barre marks four years, Somalia finds itself at a critical juncture in its long and complex state-building journey.

His tenure has coincided with a period of notable progress in governance, diplomacy and economic reform, but also continuing challenges in security, federal relations and climate resilience.

Appointed by President Hassan Sheikh Mohamud in June 2022, Barre assumed office at a time when Somalia was emerging from a contentious electoral cycle and confronting multiple crises, including insecurity, drought, weak institutions and economic vulnerability.

 Four years on, his administration has overseen reforms that supporters say have helped stabilize government operations and improve Somalia's standing both regionally and internationally.

Among the government's most significant achievements was securing approximately 4.5 billion dollars in debt relief under the Heavily Indebted Poor Countries (HIPC) Initiative in December 2023. The milestone opened the door to concessional financing and improved investor confidence in a country long burdened by debt and limited access to international capital.

Barre's administration has also pursued an ambitious modernization agenda. The rollout of a national digital identification system, expansion of biometric payroll systems and reforms in public financial management have been aimed at improving accountability and reducing leakages within government institutions.

On the diplomatic front, Somalia's admission into the East African Community (EAC) and election to the United Nations Security Council for the 2025-2026 term were widely viewed as signs of the country's growing international relevance. Somalia also assumed the presidency of the Security Council in January 2026, a symbolic moment for a nation once defined primarily by conflict and state collapse.

Security remains a central measure of the government's performance. The lifting of the United Nations arms embargo in 2023 was hailed as a major breakthrough, enabling Somalia to strengthen its security forces as the African Union transition mission gradually reduced its presence. The government has also intensified military operations against Al-Shabaab and targeted financial networks linked to extremist groups.

Yet significant challenges remain. Al-Shabaab continues to carry out deadly attacks across the country, while political disagreements between the federal government and some regional administrations have occasionally complicated governance efforts. Climate-related disasters, including recurrent droughts and floods, continue to threaten livelihoods and strain public resources.

The administration has also faced criticism from some opposition figures who argue that political reforms and the democratization process have not advanced as quickly as expected. Questions regarding unemployment, service delivery and equitable development across regions remain subjects of public debate.

Nevertheless, analysts contend that Barre's government has brought a degree of continuity rarely seen in Somalia's recent political history.

"Prime Minister Hamza Abdi Barre's tenure has coincided with measurable improvements on the political, economic and security fronts," said political analyst Juma Omar.

"While Somalia continues to face serious challenges, there is greater institutional stability today than four years ago, stronger engagement with international partners and a clearer framework for economic recovery and state-building."

As Somalia looks ahead, the ultimate verdict on Barre's leadership may depend less on the reforms already achieved and more on whether they can be sustained.

For a country still navigating the difficult path from fragility to stability, the past four years represent both progress made and the considerable work that remains.
