IPOA takes over probe into alleged defilement of minor by senior Kakamega police officer

The Independent Policing Oversight Authority (IPOA) has taken over investigations into allegations that a police officer attached to Lumakanda Police Station in Kakamega County defiled a minor.

In a statement issued on Tuesday, September 29, IPOA said the incident was reported at Lumakanda Police Station on September 27, 2026, before being brought to the attention of the police oversight body.

The authority said it has since deployed a team of investigators, who have recorded statements from relevant persons, processed and documented the scene and obtained medical records linked to the alleged incident.

“IPOA will conduct a thorough, impartial and evidence-based investigation and will take appropriate action within its statutory mandate based on the findings,” said Chairperson Dr. Duncan Ojwang’ in the statement.

The investigation team is now pursuing additional lines of inquiry, including recording further statements, extracting and analysing available CCTV footage and conducting an identification parade where necessary.

IPOA further confirmed that the police officer identified in connection with the allegations had been arrested and presented before a court as investigations continue.

Kwendo is accused of sexually assaulting a 16-year-old girl after allegedly luring her parents away from their home by claiming that a multi-agency security operation was imminent. The parents later reportedly returned home and found the officer inside the house.

The officer allegedly left Ksh.20,000 with the family after a confrontation and took their mobile phones before leaving the scene.

The minor was subsequently found behind the house and taken to Lumakanda Sub-County Hospital for treatment and forensic examination.

IPOA said it was treating the matter with the seriousness it deserved, particularly because of the vulnerability of the alleged victim and the nature of the allegations.

The authority said it continues to prioritise allegations of abuse of office, sexual exploitation and defilement involving police officers as part of its mandate to promote accountability, professionalism and respect for human rights in policing.
