IPOA launches probe into shooting of Grade 6 pupil during New Year's Eve in Mombasa

The Independent
Policing Oversight Authority (IPOA) has launched investigations into the fatal
shooting of a Grade Six pupil on New Year’s Eve at Utange-Swale
Nguru Shopping Centre in Kisauni, Mombasa County.
In a press
statement issued on Tuesday, IPOA Chairperson Issack Hassan revealed that the
probe into the demise of 14-year-old Dennis Ringa Swaleh was at an advanced
stage after recording statements from key witnesses including police officers
and members of the public.
Further, the
investigators also obtained and preserved evidence from the scene of the
incident, alongside relevant police documents.
IPOA further
confirmed that its investigators attended the postmortem examination conducted
on January 5, 2026.
The authority noted
that additional witnesses are expected to be interviewed and that some of the
evidence collected will be submitted for ballistic examination.
“The investigation
launched on January 2, 2026 is at an advanced stage,” IPOA said in the
statement.
The oversight body
conveyed its condolences to the family and friends of the deceased, saying it
stands with them during the difficult period.
Once investigations
are concluded, IPOA said it will forward the file to the Director of Public
Prosecutions (DPP) with recommendations on the culpability of the officers
involved.
Reports indicated
that Ringa was among several youths in Utange Village who was preparing to
usher in the new year in style using fireworks.
However,
eyewitnesses claimed that a police officer on a motorbike fired bullets without
warning, leading to Ringa's demise.
Vocal Africa CEO
Hussein Khalid condemned the incident, citing that the officer's intention was
to kill.
"We are in a
society where the National Police Service does not respect the sanctity of
life. They kill with impunity yet they are supposed to protect lives and
property of Kenyans," he stated.
Ringa's family
appealed to IPOA to expedite investigations to bring to book the officer
culpable.
