Football Kenya Federation (FKF) President Hussein Mohammed
has been issued with a summons to explain why disciplinary action, including
dismissal from office, should not be taken against him over six allegations
involving governance, financial oversight and administrative decisions at the
federation.
The 12-page document, dated October 27, 2026, was issued by
representatives of the FKF General Assembly. It alleges violations of the
federation’s constitution, financial governance requirements and applicable
football regulations.
The charges include alleged failures in governance and
accountability, financial irregularities, interference with league structures
and competition rules, irregular appointments, and manipulation of National
Executive Committee (NEC) minutes.
On governance, the summons questions the failure to
facilitate an Annual General Meeting after May 2025, implement adopted NEC
resolutions and act on recommendations made by a Transitional Ad Hoc Committee
tasked with reviewing FKF’s governance, finances, procurement and human
resource systems.
The financial allegations include claims that FKF operated
without a duly approved budget for 2026, failed to provide adequate information
on significant financial decisions and did not fully implement a resolution on
bank signatories.
The document also questions the use of government funds
allocated for national team activities and preparations for the 2024 African
Nations Championship (CHAN), alleging that approximately Ksh.30 million was
spent outside the approved framework.
Mohammed is also accused of allegedly interfering with
league structures and competition regulations for the 2025/2026 and 2026/2027
seasons before the necessary approvals had been completed.
The summons links the matter to disputes over league rules,
promotion and relegation, play-offs and the validity of competition
regulations.
Other allegations concern the handling of the General
Secretary vacancy, the appointment of the Harambee Stars head coach and
appointments to federation committees and national team delegations.
The document questions whether some decisions were made
without the required NEC deliberation, approval or documented authority.
The sixth charge concerns alleged manipulation of NEC
minutes, including records relating to financial controls and bank signatories.
The summons also questions the use of draft minutes in court proceedings in
June 2026, alleging that they had not been confirmed by the NEC but were
presented as confirmed.
Mohammed has been required to submit a written response
addressing each charge, admitting or denying the allegations and providing
supporting evidence. The notice specifies a deadline of November 4, 2026, or
seven days after service of the summons.
A Special General Meeting is scheduled for November 7, 2026,
at Three Steers Hotel in Meru, where the allegations may be considered.
Possible outcomes outlined in the document include a
reprimand, corrective measures or dismissal from office, depending on the
evidence and the outcome of the process.
The summons emphasize that the allegations are not
established findings of misconduct.
It states that Mohammed must be given an opportunity to
respond and that any disciplinary decision must comply with the FKF
Constitution, applicable law and procedural fairness.
