Kisii MCAs in near fist fight over motion to impeach Deputy Governor

The Kisii County Assembly members were on Wednesday embroiled in a heated debate as an impeachment motion against Deputy Governor Dr. Robert Monda was officially tabled before the House.

The angry MCAs from the ODM party who were supporting the DG's removal clashed with their Kenya Kwanza counterparts, with UDA members urging the Speaker to throw out the Bill on grounds that it was politically instigated.

“We realized that that motion, whose notice was given last week on Tuesday, is completely different from the motion that was tabled,” said Bokimonge MCA Amos Onderi.

The proponents of the motion want Dr Monda removed on claims of abuse of office.

“His conduct can only be described as gross misconduct. His conduct lies in the base of values and principles of governance enshrined in Articles 10 and 2 of the Constitution,” said Nominated MCA Carren Magara.

The Speaker was forced to eject some members, as the debate turned chaotic.

“It is therefore upon this House to conduct public participation within 7 days on which this motion on the removal of office on the way of impeachment shall proceed,” Speaker Phillip Nyanumba said.

The embattled DG is expected to defend himself next week over allegations levelled against him.

In the motion tabled on Thursday, DG Monda is accused of abuse of office and violating the Constitution.

On Monday, 51 out of 69 MCAs signed the motion in support of the removal of deputy governor who has been at loggerheads with his boss Governor Simba Arati.

He is accused of receiving a bribe of Ksh.799,000 from one Dennis Mokaya who wanted to secure a job at the Gusii Water and Sewerage Company (GWASCO).

The money is said to have been sent in batches to the deputy governor, while another sum was physically delivered at his Gusii stadium office.

Dr. Monda is further alleged to have sent a sum of Ksh.100,000 to the manager of GWASCO, a sum that was reversed back to him.

After missing the job opportunity, Mr. Mokaya is said to have reported the matter to the Directorate of Criminal Investigations (DCI) stating that the deputy governor had threatened him.

While reading out the allegations contained in the impeachment motion, Speaker Nyanumba also cited misuse of office by the deputy governor who is said to be using county security personnel as farmhands among other accusations.
