Kisii DG Monda at pains to explain bribe accusations to Senators, says money was a loan refund

The Deputy Governor insisted that the money he received was a loan that he had advanced to his friend Joseph Misati who is the father to the key witness of Kisii County Assembly.
Monda was at pains to explain why the money was sent through his ‘friend’s son’s phone and yet he was not party to the soft loan that was being paid.
The Deputy Governor also struggled to explain why he sent Ksh.100, 000 to Lucy Wahito, who was supposedly required to deliver the job that was being offered.
He however said the money sent to Wahito was supposed to be sent to Gladys Aminga.
“I erroneously sent money to Lucy Wahito instead of Gladys Aminga. The money was to be part of payment for building materials I am undertaking,” said Monda.
According to Monda, after sending Ms Lucy the Ksh.100, 000 he slept unaware that he had sent the money to the wrong person until the following day when Lucy called asking him for what purpose he sent the money.
“I would like to confirm that Lucy Wahito refunded the money that I had erroneously sent to her that I later sent to Gladys Aminga who was the intended recipient in an instalment of Ksh.40,000 and later Ksh.60,000 which was meant for a consignment of building materials," he told Senators.
A key witness for the DG, Joseph Misati who is also the father of Dennis Misati, the main complainant, told Senators that his friendship with Monda spans more than 32 years and that in most cases they borrow and refund each other money whenever one requires help.
Misati denied offering money to the DG to influence Gusii Water and Sanitation Company (GWASCO) to hire his son as a Commercial Manager.
“My son was lured, intoxicated with some of the people to use him to fail the DG,” charged Misati.
“I requested to see the DG at his home. We had some social discussion. The DG told me that he had given me money. He asked whether I was in a position to refund the money.”
According to Misati, he transferred Ksh.251,000 in three tranches at Ksh.70,000 each from his joint account with his wife.
“It was a refund, the money which he gave in October 2022. The money was ours. Myself and the wife. Dennis was not part of the money. It is not true that he gave me any money. I initiated the visit of going to see the DG," Misati said.
