Kindiki appoints committee to oversee implementation of police reforms

Interior Cabinet Secretary Kithure Kindiki speaks before the Public Petitions Committee of the National Assembly on March 21, 2024.

Interior Cabinet Secretary (CS) Kithure Kindiki has appointed the National Steering Committee to oversee the implementation of reforms in the National Police Service (NPS), Kenya Prisons Service and the National Youth Service (NYS).

The police reforms were proposed by a taskforce led by former Chief Justice David Maraga.

In a gazette notice, CS Kindiki noted that the taskforce will be chaired by Interior Principal Secretary (PS) Raymond Omollo and will include his counterparts from the Treasury, Correctional Services, Public Service and Cabinet Affairs ministries.

Other members include the Solicitor-General, Inspector-General, commissioner-general of the Kenya Prisons Service, Commandant-General of the National Youth Service (NYS), Chairperson of the National Police Service Commission (NPSC), Independent Policing Oversight Authority (IPOA) chairperson and a representative of the Head of the Public Service.

More representatives from the Office of the Director of Public Prosecution (ODPP), PSC, Salaries and Remuneration Commission (SRC), Kenya Law Reform Commission (KLRC) and the National Youth Service Council will be present.

The steering committee will be tasked with providing technical guidance and facilitation for the implementation of police reforms, oversee technical committees appointed to undertake reform implementation and reviewing recommendations by the technical committees.

This comes amid the call for improving working conditions for police officers to ensure they have adequate resources to execute their mandate.

Kindiki added that the committee will be allowed to regulate its own procedures and may create sub-committees for the efficient discharge of its functions.

The committee shall remain in office for a period of three years.
