Charles Mutuma appointed commandant as new grassroots police unit goes operational

According to a Ministry of Interior media statement, Mutuma, a long-serving officer in the Administration Police Service (APS), comes to the position with extensive field experience and a track record of professionalism.

He has been promoted to the rank of Assistant Inspector General (AIG). 

Mutuma, a Kenyatta University alumnus, has dual master's degrees in security management and police studies, as well as leadership and security management.

He is currently pursuing a PhD in Security Studies at the same institution — a testament to his academic and strategic credentials.

Mutuma, as Commandant, will report directly to the APS's Deputy Inspector General and will be in charge of leading deployments and ensuring that NGAPU operations are consistent with national security objectives.

NGAPU, which will be launched in February 2025, aims to strengthen security enforcement at the grassroots level by collaborating closely with local administrators such as chiefs and assistant chiefs.

Its primary responsibilities include combating illegal gangs, promoting community safety, addressing sexual and gender-based violence (SGBV), carrying out high-risk operations, and cracking down on illicit brews and narcotics.

Officers will also be responsible for arresting offenders and securing vital exhibits.

NGAPU is further expected to take a leading role in peacebuilding and conflict resolution, particularly in regions plagued by intercommunal violence, boundary disputes, and resource-based tensions.

In addition, the unit will spearhead the enforcement of national policies and collaborate with various government agencies to uphold law and order.

NGAPU was established under the authority of the Inspector General of Police with the goal of bridging the community policing gap. It is made up of APS officers.

The initiative responds to public demand for a more responsive and less bureaucratic police presence.
