National Assembly Speaker Moses Wetang'ula has directed Cabinet Secretary for Lands, Public Works, Housing and Urban Development Alice Wahome and Principal Secretary Charles Hinga to appear before the House on July 2, 2026, to explain delays affecting affordable housing projects funded through the Housing Levy across the country.

The directive follows concerns raised by Members of Parliament from various regions who questioned why several housing projects have stalled despite the continued collection of funds under the Housing Levy.

During proceedings in the National Assembly, legislators expressed frustration over the slow progress of projects in their constituencies, arguing that many developments launched with much fanfare have either slowed down significantly or come to a standstill.

The lawmakers noted that the delays have raised questions among Kenyans who continue to contribute to the Housing Levy and expect tangible results from the government's flagship affordable housing programme.

Some MPs went further, alleging that certain officials within the ministry could be deliberately frustrating the implementation of the projects, potentially undermining President William Ruto's affordable housing agenda. They pointed out that the President has personally toured several parts of the country to launch and inspect housing projects, making the reported delays a matter of national concern.

In response to the concerns, Speaker Wetang'ula approved the request by lawmakers and ordered both the Cabinet Secretary and the Principal Secretary to appear before the House next Thursday to answer questions regarding the status of the projects, funding utilization, and measures being taken to ensure timely completion.

The appearance is expected to provide lawmakers with an opportunity to seek clarity on the implementation of one of the government's key development programmes, which aims to increase access to decent and affordable housing while creating jobs across the construction sector.

The affordable housing programme remains a central pillar of the Kenya Kwanza administration's development agenda, with billions of shillings collected through the Housing Levy earmarked for housing projects nationwide.
