Siaya clinical officers call-off strike after CBA deal with county

Clinical officers in Siaya County have called off their 21-day strike after signing a return-to-work formula with the county government, clearing the way for the resumption of health services in public facilities.

The agreement follows talks between leaders of the Kenya Union of Clinical Officers (KUCO) and Siaya County Executive, led by the County Secretary Elizabeth Adongo. Under the new Collective Bargaining Agreement (CBA), implementation is set to begin next month.

KUCO Deputy Secretary General Austin Oduor said the deal settles long-standing financial and administrative grievances. He said the county has agreed to start paying risk allowance in July, together with arrears dating back to June last year.

Oduor thanked Siaya Governor James Orengo for securing funds to support the agreement but said the union will closely monitor July pay slips to ensure the county honor the commitments.

Among the key terms in the agreement are the implementation of career progression guidelines by the Siaya County Public Service Board, with pending promotions and re-designations expected to begin next month. 

The county has also agreed to set up a CBA implementation committee to handle any outstanding issues.

The deal further addresses salary delays and the processing of personal numbers for union members, which had been part of the dispute.

KUCO Siaya Branch Chairman Collins Omondi Ouma announced the end of the strike and urged members to report back to work.

KUCO National Trustee Wamalwa Simiyu thanked Siaya residents for their patience during the shutdown, saying that patients had borne the brunt of the industrial action.
