While objecting the court decision to suspend the establishment of the Chief Administrative Secretary (CAS) position, Cherargei claimed that the Kenya Kwanza government had resolved to award the CAS slots to the 'hustlers' as a way of empowerment.
“We want a few young people... the hustlers, mama mbogas, boda bodas to be CAS so that they can be given capacity building in future to become PSs, leaders and Cabinet Secretaries. That is the essence of the Chief Administrative Secretary,” the Senator said in an interview with Citizen TV’s JKLive Show on Wednesday.
Senator Cheragei went ahead to allege that LSK was acting maliciously and did not act in the interests of the public in filing the petition.
According to Cherargei, LSK ought to have awaited for public participation on the position before moving to court.
“I don’t know why the LSK and other individuals decided to go to court without allowing the PSC to finish the public participation. I time that the petition is ill-intentioned and made in bad faith,” he stated.
He added: “I don’t know whether it was an ex parte order that was just given to the petitioners but I believe we need CAS because it will assist ease of running the government because we have a CS and PS.”
Consequently, he accuses LSK of being an Azimio-OKA sympathiser citing its recent stand in the 2022 presidential election petition.
“This is not the first time the LSK has taken a position… during the presidential petition they were supporting Azimio OKA yet the membership has people from both sides. I don’t know what informed the decisions that they made but if they say they are doing it on behalf of the public, which public are they working for?” He posed.
"The AG and the government will appeal because CASs and the court said you can regularise."
Cherargei’s sentiments follow the Employment and Labour Relations Court’s decision on Wednesday where it granted the LSK stay orders against the establishment of the CAS position under the PSC.
The court halted the recruitment of the CASs until LSK’s application challenging the creation of the post is heard and determined on October 24th this month.
