Siaya Governor James Orengo has claimed that the Inspector General of Police, Douglas Kanja, is working under the orders of Interior Principal Secretary Raymond Omollo.

Speaking to the press on Wednesday, Orengo alleged that the Executive has been controlling the security organs, breaching constitutional provisions on the independence of the National Police Service (NPS).

He argued that the NPS is independent, and the executive order is only applied during policy changes, and not in administrative operations.

Orengo, therefore, urged IG Kanja to tame the alleged coercion in the NPS and ensure that the service is not used to settle political scores.

The legislator claimed that officers from the Directorate of Criminal Investigations (DCI) in Nairobi are being deployed to interfere with the Linda Mwananchi political functions without the knowledge of the regional branches.

"I'm asking the Inspector General to be in charge of the NPS in operations. There is no way that we have part of the directorate in Kisumu at the regional and county level and still send officers from Nairobi to arrest people in Kisumu," he said.

"This is undermining the authority of officers you have on the ground."

Governor Orengo further warned PS Omollo against purging the Linda Mwananchi brigade using the police and sticking to executing his legal mandate.

"The Interior PS is not your superior on operations. We may have to inquire and take you into account if you are acting on the directions of Raymond Omollo," he claimed.

On his part, Embakasi East Member of Parliament (MP) Babu Owino said that any unknown DCI officer operating without the knowledge of regional bosses should be met with harsh public action. 

"You must stamp your authority and ensure your unit is not abused. I urge all Kisumu residents that if you see these DCI officers, treat them as criminals time to fear you is over," MP Babu said.

The faction has repeatedly faulted PS Omollo and other members of the Executive for meddling in their political rallies and sponsoring chaos, calling for his resignation.
