Speaking during the handover of office, Mwaura said effective communication is a critical pillar of governance, noting that the Treasury had set itself apart through regular media briefings and simplified explanations of economic policies.
He said the ministry had improved public understanding of the national budget, tax measures, public debt and economic recovery programmes by presenting technical information in a clear and accessible manner.
"The Treasury has demonstrated that even highly technical economic information can be communicated in a way that citizens can relate to. The ability to simplify without losing accuracy is a major strength," said Mwaura.
He said ministries that communicate effectively are better placed to build public trust, explain government policies and demonstrate the impact of public programmes.
Mwaura ranked the Ministry of Health second, commending its consistent public updates despite the sector's challenges.
He said the ministry kept Kenyans informed on health programmes, vaccination campaigns, digital health reforms and emergency response measures.
He further placed the Ministry of Agriculture third for its communication on programmes targeting farmers and food security.
According to Mwaura, the ministry effectively used both mainstream and digital platforms to provide updates on fertiliser subsidies, crop support initiatives, irrigation projects and other agricultural interventions.
Among state departments, the State Department for Internal Security emerged as the top performer, according to Mwaura.
Mwaura praised Principal Secretary Raymond Omollo for ensuring timely and coordinated communication on national security, disaster response, public safety and government operations across the country.
He also recognised the State Department for Housing and Urban Development, the State Department for Public Health and the State Department for Diaspora Affairs for their communication efforts.
Reflecting on his tenure, Mwaura urged government institutions to adopt a proactive communication approach by explaining policies, countering misinformation and providing timely, accurate information to the public.
He said effective communication helps bridge the gap between government policy and public understanding while promoting transparency and accountability.
