An Ipsos survey has ranked Agriculture Cabinet Secretary Mutahi Kagwe as the best-performing member of President William Ruto’s Cabinet, with 86 per cent approval from respondents sampled across the country.

The survey, which assessed public perception of Cabinet Secretaries based on service delivery, leadership, accountability and implementation of government policies, placed Energy CS Opiyo Wandayi second with an approval rating of 82 per cent.

Public Service CS Geoffrey Ruku emerged third at 79 per cent, followed by ICT CS William Kabogo at 76 per cent.

Defence CS Soipan Tuya ranked fifth with 72 per cent, while Transport CS Davis Chirchir scored 69 per cent.

Tourism CS Rebecca Miano was ranked seventh with 65 per cent approval, narrowly ahead of Interior CS Kipchumba Murkomen who scored 63 per cent.

Mining CS Hassan Joho received 59 per cent approval, while Health CS Aden Duale closed the top ten list with 54 per cent.

According to Ipsos, the survey sought to evaluate how Kenyans perceive the performance of senior government officials tasked with implementing national development priorities and delivering public services.

“The performance of Cabinet Secretaries plays a crucial role in determining the effectiveness of government service delivery and the successful implementation of national development programs,” the survey noted.

Ipsos stated that Cabinet Secretaries are judged not only on policy direction but also on their ability to translate government promises into measurable outcomes that improve citizens’ lives.

The survey further indicated that the rankings reflected public views on responsiveness, efficiency, innovation and leadership within the ministries headed by the respective Cabinet Secretaries.

The poll was conducted across all 47 counties, covering both urban and rural populations to ensure balanced geographic representation.

Participation in the survey was limited to registered voters aged 18 years and above, with Ipsos sampling a total of 3,251 respondents.

The findings come at a time when public scrutiny over government performance remains high, particularly as the country edges closer to the 2027 General Election.
