MP Ndindi Nyoro threatens to lead parents’ protests over school capitation confusion

Kiharu Member of Parliament Ndindi Nyoro has threatened to
mobilise parents to protest over what he terms inadequate and unclear
government capitation to secondary schools.
Nyoro says the government has failed to clearly explain how
much each learner is entitled to receive, warning that parents may be forced to
cover the shortfall.
He raised concerns over the Ksh.26 billion recently disbursed
to day secondary schools, saying there is no clear breakdown of how the funds
will be spent. He questioned whether the money will be used to settle what he
claims is Ksh.22.5 billion owed from last year’s unpaid capitation.
“By the time we are going to the mid-term, we expect the
government to have sent real money for this term. Failure to which, we are
going to mobilise all Kenyan parents to demand what is their right, because
they pay taxes and cannot continue to observe silently,” he said.
According to figures released, during Term One of 2025, the
expected capitation per learner was Ksh.11,122, but schools only received
Ksh.8,818, leaving a balance of Ksh.2,304 per learner.
In Term Two, learners were expected to receive Ksh.6,673,
but only Ksh.3,471 was disbursed, resulting in a shortfall
of Ksh.3,202.
For Term Three of 2025, the expected capitation
was Ksh.4,449, but each learner received Ksh.3,095, leaving a balance
of Ksh.1,354.
Nyoro warned that if the trend is repeated in 2026, principals
will be forced to ask parents to cover the deficits, a move he says could lock
out learners from poor households.
