Monica Juma, the outgoing National Security Advisor to President William Ruto has handed over the mandate to her deputy Joseph Boinett. 

Juma handed the baton to Boinett on Tuesday morning at an event at the University of Nairobi.

Boinett, a former Inspector General of police, has been serving under Juma as the Deputy National Security Advisor. 

The security advisor will now head to her new role in Vienna, Austria, where she will be serving as the Executive Director of the United Nations Office on Drugs and Crime (UNODC) as well as Director-General of the United Nations Office at Vienna (UNOV).

Juma was appointed to her new role by United Nations Secretary General António Guterres on March 6, 2026. 

Juma has served as President Ruto’s advisor and Secretary to Kenya’s National Security Council since 2022. 

The UN described Juma as a “strategic senior leader with a depth of expertise, experience and knowledge spanning public policy making, execution, and academia across critical areas of security, diplomacy and governance.”

Her new roles at UNODC and UNOV place her at the helm of the United Nations’ global initiatives to tackle transnational crime, drug trafficking, and organized criminal networks, while also overseeing the administrative and operational functions of the UN’s Vienna office.
