The man, holding a bible, joined the President on stage while he was making his address at a thanksgiving service for Youth Principal Secretary (PS) Fikirini Jacobs, briefly clinging on him.
The moment with the Head of State was however short-lived as security officers tackled him and whisked him away but the President ordered them to stop manhandling him.
"Wewe, leave him alone. Leave this young man, President Ruto ordered.
After the melee had settled, the President said that the man was only fighting for his luck, intimating that he will "sort him out later".
"That young man has no problem. I think he has learnt from Fikirini Jacobs that wherever there is an opportunity it should not be wasted," he said.
"He is a good man he is also trying to find his luck."
President Ruto also lauded PS Jacobs for being committed to astute leadership at a youthful age of 31, adding that he will mentor him to sharpen his leadership skills to advance his leadership future.
"I am happy to mentor people to be better than myself," he said.
“It is our demonstration as an administration in the belief that young people can also make a useful and necessary contribution to the development of our nation.
He went on to affirm that he will introduce major infrastructural transformation in Kilifi, asserting that major roads will be constructed to allow for ease of movement for many residents.
"I have also done the same in the coastal region to ensure that no region is left behind in the developmental growth of our nation," he said.
