KMPDU Deputy SG Miskellah lands State appointment

Practitioners, Pharmacists and Dentists Union (KMPDU) Deputy Secretary General
Dr. Dennis Miskellah has been appointed to the Board of Trustees of the Local
Authorities Provident Fund (LAPFUND) for a three-year term.
The appointment,
announced in Gazette Notice No. 15978 dated October 9, 2026, was made by
National Treasury Cabinet Secretary John Mbadi under the Local Authorities
Provident Fund Act.
Dr. Miskellah's
appointment comes at a time when county governments owe LAPFUND more than
Ksh.100 billion in unremitted contributions, according to KMPDU Secretary
General Dr. Davji Bhimji Atellah.
In a
congratulatory message, Dr. Atellah said Miskellah's appointment presented an
opportunity to strengthen accountability in the management of the fund and
ensure employers remit contributions as required.
“You take up this
critical national assignment at a time when counties owe the Fund over Ksh.100
billion in unremitted contributions. This presents a monumental governance
task,” Dr. Atellah said.
He expressed
confidence that Dr. Miskellah would bring firm and principled leadership to the
board, particularly in safeguarding employees' savings and ensuring the funds
are properly accounted for.
“I am confident
that you will bring firm and principled leadership to ensure diligent
remittance by employers and guarantee that the hard-earned savings of employees
remain safe, secure and fully accounted for,” he added.
Dr. Atellah
extended his congratulations to Dr. Miskellah on behalf of KMPDU and wished him
success during his tenure.
The gazette notice
also announced the appointment of Kevin Owango Onyango under paragraph (c) of
the Act, alongside Dr. Miskellah, who was appointed under paragraph (d).
Both appointments
to the Board of Trustees of LAPFUND take effect from October 9, 2026, and will
run for three years.
LAPFUND is a
retirement benefits scheme established to provide pension and provident fund
benefits to employees of county governments and other participating employers.
