Kiambu county’s digital overhaul boosts revenue by Ksh.1B in one year

Kiambu County Government has fully digitized its operations by implementing a comprehensive Enterprise Resource Planning (ERP) system.

The digital transformation has yielded a substantial increase in the county’s own-source revenue—rising by over KSh 1 billion within a year—without any hike in fees or levies.

The ERP system, which went live in 2023, has improved service delivery in key departments.

According to Nancy Kirumba, County Executive Committee Member for Finance and Economic Planning, the new platform has automated a variety of services, including healthcare management using the Hospital Information Management System (HMIS), revenue collection, and financial reporting.

“The system consolidates key revenue streams such as trading licenses, market fees, cess, parking, slaughterhouse charges, and liquor licensing into a single digital interface,” said Kirumba. “This has not only increased efficiency but also closed loopholes that previously led to revenue leakages.”

The ERP suite includes robust modules for human resources, fleet management, land administration, and building approvals, alongside advanced capabilities for land surveying and geoinformatics.

The revenue management module is a key feature of the system, providing real-time tracking and reporting on all income sources, significantly increasing transparency and accountability.

The Controller of Budget reports that Kiambu's own-source revenue increased from KSh 3.5 billion in the fiscal year 2022/2023 to KSh 4.6 billion in 2023/2024.

The county has set an ambitious target of KSh 7 billion in internal revenue for the current fiscal year.

Complementing the ERP system is a suite of mobile applications that allow residents and staff to access county services remotely. This has proven especially beneficial for local traders, who previously navigated cumbersome processes involving multiple government offices to make payments and service requests.

“Now I can handle all my business licenses and market fees from my phone,” said one trader in Kiambu town. “It’s faster, easier, and more transparent.”

The successful rollout of the ERP system positions Kiambu County as a leader in public sector innovation and offers a replicable model for other counties seeking to digitize governance and enhance revenue performance.

“This marks a new chapter for service delivery in Kiambu,” added Kirumba. “We are not only improving operational efficiency but also building public trust through accountable, technology-driven governance.”
