Murang'a Governor Irungu Kang'ata has been ranked as the top governor with the most impact in terms of devolution. 

This is according to Infotrak's latest survey titled Countrytrak Performance Index 2024 which provides in-depth data on how Kenyans perceive county governments' performance of devolved functions. 

Kang'ata, the first-term governor, received a 68 per cent rating following Trans Nzoia's George Natembeya who got 64 per cent, Homa Bay's Gladys Wanga (61 per cent), and Kisumu's Anyang' Nyong'o (59 per cent). 

Mutula Kilonzo (Makueni) and Wisley Rotich (Elgeyo-Marakwet) tied with a 57 per cent rating and rounded up the top six governors. 

27 per cent of Kenyans cited that increased corruption and mismanagement of county funds are among the key reasons for the decline in the performance of county governments in the past decade. 

Other reasons include poor service delivery (14 per cent), failed expectations (13 per cent), lack of transparency (11 per cent) and slow implementation of development projects (10 per cent). 

The survey, conducted between October to December 2024, sampled 36,200 Kenyans across all counties. 

Infotrak factored in 12 core devolved functions; agriculture, health, education, roads & transport, energy, water, environment, trade & tourism, county planning & development and Housing. 

The remaining functions included sports, public participation and management of county resources.
