The International Police Organization (IPO) Section Kenya has been awarded the “IPO Educational Project of the Year 2025” at the IPO World Congress held in Budva, Montenegro.
The award was presented during the October 2–3, 2026 congress,
which brought together security and law enforcement professionals to discuss
emerging security challenges, including hybrid threats, terrorism, mass
casualty incidents, document fraud and organisational risk management.
According to IPO Kenya, the recognition was in appreciation of
its contribution to education, professional development and knowledge sharing
through training and capacity-building programmes.
The organisation said its programmes in Kenya have reached
more than 3,000 participants, including over 2,000 law enforcement and county
enforcement personnel, as well as students, teachers and other community
stakeholders.
A significant part of the programme involved capacity-building
initiatives with the Nairobi City County Inspectorate, targeting cadets,
commanders, inspectors and enforcement officers.
The training covered leadership, professional standards, integrity and accountability, substance abuse awareness, lifestyle wellness and professional development.

IPO Kenya has also partnered with the National Authority for
the Campaign Against Alcohol and Drug Abuse (NACADA) on substance abuse
awareness and educational programmes involving students, teachers and school
leadership.
The organisation said it has further worked with LifeCare
Hospitals on wellness and medical initiatives for law enforcement personnel and
their families, with a focus on the physical and mental wellbeing of officers.
The World Congress was held under the theme “People •
Partnership • Prevention – A Safer Tomorrow”, with the message “Together,
Shaping a Safer Tomorrow.”
IPO Section Kenya was represented at the congress by Dipesh
Luhar, who received the award on behalf of the Kenya section.
Luhar also met the Mayor of the Municipality of Budva and
engaged with international delegates and security professionals during the
congress.
The President of IPO Section Kenya said the award recognised
the contribution of members, trainers, partners, participating institutions and
the communities involved in its programmes.
“What gives this award meaning is the work behind it. Every
training session, every school programme and every engagement represents people
giving their time and knowledge towards building stronger professional
standards and safer communities,” the president said.
IPO Kenya said the recognition would motivate it to expand its
educational and capacity-building initiatives while strengthening cooperation
between law enforcement agencies, public institutions, professional partners
and communities.
The International Police Organization Section Kenya was established to promote education, professional development, knowledge sharing and cooperation in areas related to law enforcement, public safety and community engagement.
