Gov't expands Ardhisasa rollout in Mombasa, moves more land transactions online

The government has expanded the rollout of the Ardhisasa digital land management platform in Mombasa, with more land registration sections set to transition to online processing as part of efforts to modernise land administration and phase out manual transactions.

In a public notice issued by the State Department for Lands and Physical Planning, the government announced that from July 20, 2026, all land transactions relating to the newly onboarded registration sections (blocks) in Mombasa will be processed exclusively through the Ardhisasa platform.

The notice states that manual processing of land transactions for the affected registration sections will cease on the same date, requiring landowners and professionals handling land matters to submit applications through the online system.

The latest expansion follows the rollout of Ardhisasa in Mombasa/Block XVI and Mombasa/Block XVII in July 2025, extending the National Land Information Management System (NLIMS) to additional parts of the county.

"The State Department has urged landowners, conveyancing professionals, surveyors, valuers, advocates and all members of the public transacting within the affected registration sections to submit their applications through the live Ardhisasa platform," the notice says.

The rollout is part of the government's wider programme to digitise land administration services across the country. Since Ardhisasa was launched in Nairobi in 2021, the platform has gradually been expanded to other counties, including Murang'a, Isiolo and Mombasa, with additional registration sections being integrated into the system.

According to the State Department, the digitisation programme has helped reduce transaction timelines, improve transparency, minimise opportunities for fraud and eliminate manual processes that previously slowed service delivery.

The Department also says the reforms have strengthened revenue collection through integrated digital payment systems, enhanced the security of land records and enabled citizens to access land services online without making unnecessary visits to land registries.

"The State Department remains committed to the nationwide rollout of Ardhisasa as part of its broader agenda of delivering accessible, efficient, secure and citizen-centred land administration services across Kenya," the notice states.
