Experts call for inclusive debate on Finance Bill 2026

Public finance, taxation and policy experts have called for informed and inclusive engagement on Kenya’s fiscal priorities during the Finance and Appropriations Bill 2026 Fiscal Dialogue hosted by KCA University.
The forum,
organised through the university’s Centre of Excellence in Tax Education
(CETE), brought together policymakers, tax practitioners, students, academics
and industry players to discuss the implications of the Finance and
Appropriations Bill 2026.
Discussions
focused on fiscal sustainability, taxation, public expenditure and the need for
stronger public participation in budget and tax policy processes.
Speaking during
the event, Nairobi International Financial Centre (NIFC) Chief Executive
Officer Daniel Mainda said inclusive engagement is key to shaping sustainable
economic policies.
“Inclusive and
informed fiscal dialogue is essential in shaping sustainable economic growth.
Platforms such as this help bridge expertise, public understanding and future
leadership in economic policy,” said Mainda.
The dialogue, held
under the theme “Strengthening Fiscal Policy Through Dialogue: Bridging Experts
and the Next Generation on the Finance and Appropriations Bills 2026,” sought
to enhance public understanding of fiscal measures while encouraging evidence-based
discussions on Kenya’s economic priorities.
Experts who
addressed the forum included ICPAK Public Finance and Tax Committee Convener
FCPA Robert Waruiru Kariuki, public finance expert CPA Dr Mumo Munde, Bajeti
Hub Executive Director Dr Abraham Rugo Muriu and KRA Assistant Manager for
Civic Education and Tax Outreach Ms Corazon Aquino.
The speakers
highlighted the importance of responsible fiscal governance, tax literacy and
public awareness in strengthening accountability in the management of public
resources.
KCA University
Deputy Vice-Chancellor for Finance, Planning and Development Professor
Damiannah Kieti, said the institution remains committed to linking academic
expertise with national development discussions.
“The university
remains committed to creating platforms that connect academia, policy and
industry while equipping students with practical perspectives on national
development and fiscal governance,” said Prof. Kieti.
The university
said the engagement also provided students with exposure to ongoing national
conversations on taxation, budgeting and economic governance as part of efforts
to strengthen policy literacy and public participation.
