Education CS Ogamba orders all learners to report for Grade 10 admission

Education Cabinet Secretary Migos Ogamba has reiterated President William Ruto's directive that all Senior School principals admit all learners for Grade 10 admission, despite financial constraints or a lack of uniforms.

In a statement on Thursday, the CS stated that the principals shall optimise the use of the capitation funds disbursed to schools on January 2, 2026, to provide parents with ample time to pay their household contributions. 

He noted that all learners without Senior School uniforms would be permitted to join their respective senior schools in their junior school uniforms.

In a bid to ensure 100 per cent admission, the CS directed all senior and junior school heads to share details of learners who failed to report by January 21, 2026, citing that the data will assist Sub-County Directors of Education in tracing the students. 

CS Ogamba cautioned parents and school heads to adhere to the directive, warning that denying a child admission or failing to present them to school is an offence punishable by law. 

"Any report of non-compliance with the foregoing directives shall be made to the nearest Education Office or National Government Administration Office for appropriate action in accordance with the applicable law," the statement read in part. 

The statement followed President Ruto's directive for all learners to report to school for their first term studies. 

"There is sufficient money for our children to be taught in the first term, so every child, with or without uniform and school fees, should report to school tomorrow morning," Ruto stated in Meru County on Thursday. 

"I want all chiefs, assistant chiefs and members of provincial administration. Every child must report to school tomorrow morning because we have provided the money to teach our children."

 The measures follow worrying statistics on learners who failed to report for Grade 10 admission.

As of Wednesday, January 22, the Ministry of Education reported that just over 930,000 students out of the 1.13 million candidates who sat the 2025 Kenya Junior Secondary Education Assessment (KJSEA) had reported to school.
