CS Murkomen appoints ISCB board more than six years after court-ordered deadline

Riungu’s appointment was made public through a Gazette notice on Friday by CS Murkomen.

The CS also appointed Naema Ibrahim, Lawrence Nyalle, Samwel Owino and Charity Kagwi as members of the Intelligence Service Complaints Board cumulatively for a period of three years.

In response to this development, Katiba Institute noted that this was an important step towards compliance with the Courts directives which they claim had been issued over 6 years ago.

According to the Institute, Justice Rueben Nyakundi, then had ordered the establishment and operationalisation of the Intelligence Service Complaints Board within 180 days of his judgement delivered on 11 December 2019.

In a post on their X platform, the Institute revealed that due to the prolonged non-compliance by the respondents they had initiated court proceedings through their advocate Kevin Walumbe in November 2025, seeking to have them cited and punished for disobeying the judgement and decree.

However, Murkomen made the appointments before the the scheduled hearing date set for 5 October, 2026
