The National Treasury has commenced the roll-out
of a new electronic procurement system to boost transparency and efficiency in
national and county government contracting.
The Electronic Government Procurement
(e-GP) System is part of the International Monetary Fund (IMF)-backed reforms
to streamline government procurement and was originally set for roll-out mid-last
year.
However, budget deficits forced the exchequer to seek special funding for the project and introduce it by the first
quarter of 2025.
In a notice to suppliers, contractors and
consultants, Treasury Principal Secretary Chris Kiptoo said suppliers, contractors
and consultants are now required to self-register on the e-GP portal (www.egpkenya.go.ke).
They can alternatively visit the e-GP
offices in Nairobi’s Treasury Building or Huduma Centres countrywide for assistance.
Kiptoo said they will hold supplier
registration webinars on Thursdays from April 10 to May 30.
“Suppliers will be required to register for
training through links provided on www.egpkenya.go.ke under Supplier Training.
Only suppliers who have registered for training will be invited to the webinar,”
he said.
With the new end-to-end system, the exchequer
anticipates reduced cost of goods, works and services, increased transparency, lower procurement cycle time, accountability, and enhanced procurement
information management.
By taking procurement transactions online,
the government seeks to do away with supplier and contractor exploitation by
rogue and corrupt players handling payments and disbursement approvals at
government offices.
The e-GP system will also be integrated
with the Integrated Financial Management Information System (IFMIS) that the
government uses for automated supplier payment.
As such, suppliers will get purchase orders
generated from IFMIS through email.
