Three suspects charged with forgery, possession of Gov't documents

Three
men, including a government official, were on Thursday charged with 18 criminal
offences related to the forgery of official stamps, making false documents, and
unlawful possession of government property.
The
trio—Livingstone Ambani Munala, Leonard Clifford Wafula, and Paul Muigai
Kimani—were arraigned before Senior Principal Magistrate Benmark Ekhumbi at the
Milimani Law Courts in a case filed by the Office of the Director of Public
Prosecutions (ODPP).
Munala,
who faces the bulk of the charges, was slapped with 13 counts, among them seven
for forgery of official stamps and possession of public stores, and two for
making false documents.
The
court was told that on March 28, 2025, Munala was found in possession of
stamp-making instruments at a residence along Desai Road in Nairobi’s Starehe sub-county.
According
to the prosecution, the instruments were capable of producing stamp impressions
bearing the names of several land officials purported them to be genuine.
He
is also accused of forging two title deeds, which he allegedly passed off as
legitimate documents issued by the Government Printer.
Additionally,
he was found in possession of various public stores, including blank land title
forms, official receipts, and nine green cards, all of which belonged to the
State Department for Lands. These items are suspected to have been stolen or
unlawfully obtained.
Meanwhile,
Wafula—an official attached to the Government Printer—and Kimani were each
charged with unlawful possession of public stores.
The
court heard that Wafula was found with an International Certificate of
Vaccination issued by the Ministry of Health at his home in Umoja.
Kimani,
on the other hand, was allegedly found with two file covers belonging to the
Directorate of Criminal Investigations (DCI), also suspected to have been
unlawfully acquired.
All
three accused pleaded not guilty.
Munala
was released on a bond of Ksh.3 million, while Wafula and Kimani were each
granted bond of Ksh.600,000.
