SRC scraps sitting allowances, car grants for MPs
The Salaries and Remuneration
Commission (SRC) has now abolished sitting allowances as well as car grants and
transport mileage for Members of Parliament.
This as part of a new review of
the remuneration and benefits for State officers announced by SRC Chairperson
Lyn Mengich on Thursday.
Ms. Mengich however stated that
the salary structure for the MPs as well as other State officers will remain
the same even in the new review, hence the gross pay has been retained.
“The consolidated salary has been
deconsolidated and itemised into basic structure, house allowance, commuter
allowance and salary market adjustment,” Ms. Mengich stated.
The SRC boss further noted that
the move was arrived at following consideration of such factors as job
evaluation, salary surveys, economic outlook, deconsolidation of pay, as well
as stakeholder engagement.
“The commission undertook job
evaluation across the public service to determine the relative worth of jobs
and to harmonise job grades within and across sectors to ensure equity and
fairness in salary structures,” said Ms. Mengich.
“The commission carried out
salary surveys covering international benchmarks, and private and public sector
salary surveys. These provided market data, which will inform the salary
structures in the last phase of this cycle.”
She added: “The review took into
account Kenya's economic performance for the financial years
2020/2021-2021/2022, as well as affordability and fiscal sustainability.”
Ms. Mengich also noted that the commission, in
making its decision, analysed consultative public engagements with the public, besides
considering a judgement by the Employment and Labour Relations court in 2019 urging
for the deconsolidation of the remuneration for State officers.
