Siaya Governor Orengo appoints 7-member taskforce to audit county’s financial operations
Siaya Governor James Orengo has appointed a
seven-member taskforce to carry out a forensic audit of the financial
operations of the county government’s previous administration.
The mandate of that taskforce, which will be
chaired by former Auditor General Edward Ouko, will include an evaluation,
assessment and determination of the county’s human resource establishment and
revenue administration with emphasis on the financial years 2020/2021 and
2021/2022.
The taskforce will also constitute; Rowena
Stela Ndeda (Secretary), political scientist Prof. Adams Oloo, Dr. Grace
Ongile, Bella Akinyi and Mr. Jared Bwoga.
They will be required to review existing
financial systems and other internal control systems, process and procedures of
budget management.
In press release issued on Thursday, Governor
Orengo indicted that the taskforce will also be required to audit own source
revenue collection and utilization, integrity and efficiency of the county
government’s activities and supply chains.
The taskforce will further audit imprest
accounts, retention accounts, pending bills, project management committee
funds, payroll and staff establishment.
After the audit process which will take 60
days, the seven-member team shall be required to asses and give recommendations
on the necessary reforms within the county’s governance structures and systems
for purposes of enhancement of service delivery.
The Ouko-led taskforce will also advise the
county on sector-based growth and development together with automation of the
county operations and e-governance.
