President Ruto's Cabinet flip-flops on controversial pronouncements

The majority of the Cabinet Secretaries are first-time holders of the various offices they swore to serve in, and true to the orders from their appointing authority, they have hit the ground running, keen to deliver on their mandates.

But in that rush to get the job done, a number of the CSs are landing themselves in hot soup over their pronouncement. 

Education CS Ezekiel Machogu is still smarting from a case of a foot in the mouth. On Saturday, he caused a storm in the higher education sector over the financing of public universities. 

“We are encouraging them that they must generate their own sources of revenue because the exchequer as it is now is not going to be able to be funding,” Ezekiel Machogu said. 

Three days later, Machogu was singing a different tune. 

“For education, all the funds that have been allocated by parliament are ring-fenced, what we are saying is that we can also explore other ways of generating income,” he said. 

His about-turn came hot on the heels of yet another walk back by Public Service CS Aisha Jumwa, who had sensationally promised public servants a pay rise. 

“The public service is demoralized in matters salary and other benefits and I think in my 100 days in office I will initiate the plan to increase salaries of the public servants” She said on November 1. 

A day later, the story had changed. 

“It is not secret that we are in the middle of an economic crisis, but as a ministry we have to do our work in suggesting salary reviews because it is our responsibility. If the money will allow, things will be done, if not, we will shelve it and wait for the opportune time,” said Jumwa during a tour of the Mombasa Huduma Centre.

Health CS Susan Nakhumicha also suffered a similar fate when she attempted to show the disparities in pay for staffers in the ministry.

“Kenya is the only country where interns earn more than actual doctors when they are deployed. For example, a medical intern earns Ksh.200k, but a new doctor earns Ksh.104k,” she said. 


The claims were instantly shot down by professionals in the industry, who poked holes in her statements for what they said was inaccuracy.

Trade Cs Moses Kuria has also had to revise their stands on matters to do with the importation and trade in second-hand clothes. 

He first said Kenya would ban the mtumba trade once there were viable alternatives, but walked back the remarks a day later, saying the ban would not be affected but the trade would be made less competitive. 

Transport CS Kipchumba Murkomen had also promised to publicise the SGR contract, but the documents he released have been criticised for failing to thresholdhreshhold of the public's expectations. 

The most controversial double speak came from the country’s leadership when Deputy President Rigathi Gachagua stirred debate with his stand on farming within forests.
