President Ruto officially appoints all 50 CAS nominees after Parliament declines to vet them

President William Ruto has officially appointed all the 50 nominees who were picked for various Chief Administrative Secretary (CAS) positions.

While the 50 CAS nominees were expected to undergo vetting, State House spokesperson Hussein Mohamed said the Speaker of the National Assembly referred back to the Head of State noting that the August House has no constitutional authority to vet the CAS nominees.

The Speaker's memorandum to the President reads as follows:  “The obligation to respect, uphold and defend the Constitution enjoins the House to refrain from assuming and discharging a role that it has not been expressly assigned by the Constitution or written law. In that regard, the National Assembly is unable to vet the nominees in the absence of an express constitutional or statutory requirement to do so”.

Following the referral by the Speaker of the National Assembly,  which has found that there is no constitutional or statutory basis upon which the August House can vet the nominees, the Head of State has effectively appointed the nominees to various Ministries as earlier notified.

“TO FACILITATE THE ascension of the Chief Administrative Secretaries to Office, the State Appointees are now scheduled to subscribe to their solemn Oath of Office,” said the State House spokesperson in a press release issued Wednesday night.

The President had nominated the Chief Administrative Secretaries from a list shortlisted by the Public Service Commission (PSC).
