President William Ruto has announced the extension of the mandate for the committee for the implementation of the 10-point agenda agreed between him and the late former Prime Minister Raila Odinga.

In the initial agreement by the two principals, the committee's mandate was to end on March 7, 2026.

“The committee requested only 60 days for them to conclude what they are doing. And I think it is only fair. They have done a great job; I think it is only fair that we extend by 60 days,” said Ruto.

Addressing a joint Orange Democratic Movement (ODM) and United Democratic Alliance (UDA) Parliamentary Group meeting on Tuesday, the President said his party is committed to the 10-point agenda, more so, compensation of protest victims.

According to Ruto, the committee formed on August 6, 2025, has since made progress in the process of compensation of protest victims.

“We have identified all the victims and profiled their names. We have made sure we have a comprehensive list. We went back all the way to 2017 to make sure all affected are captured,” he told Members of Parliament.

The Head of State further said a different parliamentary committee, which he called a ‘broad-based mediation committee’, would be formed to fast-track the mandates of the initial group.

In addition, Ksh. 2 billion would be provided for the compensation of protest victims since 2017.

“It is our belief that unless something else happens, we should be able to complete this exercise before June,” he said.

Ruto also proposed the formation of a law on the protection of protesters, tasking the Kenya Human Rights Commission to lead the initiative.

“Let there be a law on how to protect protesters because it is a constitutional right. We do not want to propose the law from the executive.”
