NEMA to reinforce ban of plastic bags for commercial, household packaging

The National Environment Management Authority (NEMA) has reiterated that the comprehensive ban on the manufacturing, sale, distribution, and usage of plastic bags in the country still remains in effect. 

The move comes as a response to the persistent use of clear, flimsy plastic flat bags by small-scale traders, noticed by the environmental authority.

“The Authority has however noted with concern the following violations/deviations from the letter and spirit of the ban on plastic carrier bags and flat bags,” the statement read in part.

Among the concerns noted by the authority is the importation, manufacture, and sale of garbage bags (bin liners), seedling planting bags, and zip-lock bags at retail outlets, which contravene established rules. 

“Goods that were traditionally being packaged in paper balers (such as flour, matchboxes, books, printing paper, cigarettes) are now largely being baled in plastic bags,” the authority stated.

Additionally, various types of plastic bags, including polyethylene bags (PD), High-Density Polyethylene (HDPE), Polypropylene (PP) sacks, and non-woven bags, have found their way into the market claiming that they fall outside the scope of the ban. 

Furthermore, the widespread use of non-recyclable laminates has further posed challenges to recycling efforts, which is a matter of environmental concern.

In response to the concerns, NEMA has put forth stringent recommendations to combat plastic pollution.

“The manufacture, importation, sale and use of the clear, flimsy plastic flat bags and all carrier bags is strictly banned. The Authority strongly recommends a shift to the 100% biodegradable (compostable) alternatives,” NEMA outlined.

As reported by the authority, the importation, manufacture, and sale of garbage bags, seedling planting bags, and zip-lock bags at retail outlets are now prohibited.

Furthermore, the use of plastic balers made from any form of plastic polymer has been banned. 

“The use of plastic balers made from any form of plastic polymer is prohibited. All users must therefore apply afresh for NEMA's approval. Manufacturers and Importers of plastic balers shall be required to supply such balers only to users with valid NEMA approvals,” the authority stated.

Additionally, users, manufacturers, and importers of non-recyclable plastic laminates are expected to present comprehensive strategies for laminate management, focusing on exploring alternatives and phase-out plans.

The ban on plastic carrier bags was initially introduced in 2017 to reduce non-biodegradable waste in the environment.
