According to witnesses, the confrontation began when the officer, reportedly intoxicated, urinated on Ngugi's motorcycle, which was parked outside the popular nightclub.
Ngugi confronted the officer about his actions, leading to the violent escalation.
A close female friend of the victim, who requested anonymity due to fear of reprisal, recounted the sequence of events.
She saw the officer, known to her, urinating on the bike before the argument ensued. During the altercation, the officer drew his firearm and shot Ngugi.
The bullet passed through Ngugi's neck, fracturing his collarbone in the process.

The Directorate of Criminal Investigations (DCI) has since launched an investigation into the incident.
Naivasha CID boss Isaac Kiama confirmed that officers from both CIPU and DCI are looking into the case.
"At the moment, I don’t have full details of what transpired, but we are awaiting the official report from the investigating officers before taking further action," Kiama stated.
Ngugi’s family and friends are urging authorities to act swiftly and hold the responsible officer accountable for the near-fatal shooting.
