Nairobi County spent only 10% of budget on development – Treasury

A new report by the National Treasury has revealed that 38 counties spent less than 30% of their budgets on development during the 2023/24 financial year.

These counties, Treasury stated, are in direct violation of Section 102 (2)(b) of the Public Finance Management Act, 2012 that requires devolved units to allocate at least 30% of their budgets to development.

The Treasury further added that only nine devolved units abided by this law, top among them Marsabit County which allocated 38.6% of its expenditure to development.

The report went ahead to flag the bottom 10 counties that spent the least on development, among them the Governor Johnson Sakaja-led Nairobi which allocated a paltry 10.3% to the same.

The other devolved units that wrapped up Treasury’s bottom 10 list of shame were; Kisii (13.7%), Mombasa (16.2%), Kisumu (17.5%), and Taita Taveta (18.6%).

Others were; Kiambu (19.4%). Kakamega (20.2%), Vihiga (21.1%), Nyamira (21.4%), and Nandi (21.5%).

The Treasury report comes hot on the heels of an Infotrak survey that ranked Sakaja among the bottom ten least performing Governors.
