NACADA raises alarm over student safety amid concerns of substance abuse in PSVs

The National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA) has expressed concerns about student safety and substance abuse following a viral video showing students being dangerously transported in a public service vehicle.

Dr. Anthony Omerikwa, CEO of NACADA, issued a statement on Wednesday cautioning against allowing students who show signs of intoxication to board vehicles.

He highlighted the broader implications for road safety, stating, “No one should allow students to board public or private vehicles if they display signs of being under the influence of substances, because they not only endanger themselves but also pose significant risks to other road users.”

Dr. Omerikwa emphasized that both private and public vehicles can become hotspots for alcohol and drug use, particularly during this period when students are returning to school. “Private and public vehicles can be hotspots for alcohol and drug use and distribution, especially during this period,” he remarked.

He called for a collective effort to safeguard children from the dangers associated with substance abuse. “It is our collective responsibility to protect our children from the dangers posed by alcohol and drug use,” Dr. Omerikwa urged, appealing to parents, guardians, and school authorities to remain vigilant and proactive.

Furthermore, Dr. Omerikwa encouraged schools to play a pivotal role in preventing substance abuse among students.

“We encourage schools to empower students through education and open communication about the risks associated with alcohol and drug use,” he said. He recommended that schools implement preventive measures such as awareness campaigns, peer support groups, and counseling services.

In response to the video, police and the National Transport and Safety Authority (NTSA) have launched a manhunt for the van captured driving dangerously while transporting students. The vehicle, a white van with registration number KDG 056B, was seen speeding with students hanging precariously outside.

The video, which has gone viral, shows the driver operating the vehicle recklessly, with schoolgirls hanging out while dressed in school uniforms, and others dangling their legs outside the window. The driver was also seen conversing with passengers, one of whom was dangerously hanging out of the moving vehicle.

Initial investigations by NTSA reveal that the vehicle is registered as a commercial matatu with its inspection due to expire on April 17, 2025. However, it is not affiliated with any known SACCO and is operated by AD Genius Limited under a road service license (RSL).
