NA committee rejects amendment to Division of Revenue Bill
However, MPs from the Azimio coalition have sided with the Senate proposal, arguing that counties need more resources as they handle critical functions affecting Kenyans.
The never-ending stalemate over the sharing of resources between the national and county governments has once again emerged.
This time round, the National Assembly Budget and Appropriations Committee rejected a proposal on the allocation of resources to grandstanding over the revenue bill has yet again pitted the two houses.
Budget and Appropriations Committee Chairperson Ndindi Nyoro proposed mediation to resolve the crisis.
Members of Parliament and Senators, as well as the Council of Governors' march to the Supreme Court on Monday, July 15th, 2019, portrayed a frustrated lot with activities in their respective counties threatening to come to a standstill over the Revenue Bill crisis.
Despite going into mediation talks, both Houses have refused to cede ground over the proposed allocations for the financial year 2019/2020.
The National Assembly’s initial proposal of 310 billion shillings was bumped to 316 billion shillings, but the figure couldn’t match the Senate’s proposed 327 billion shillings.
The National Assembly insists that their proposal has been advised by the funds presently available at the National Treasury, forming the basis upon which the Governors sought the court’s advisory as The Division of Revenue Act 2018 provides that any shortfall in revenue should be borne by the national government, making the reduction of funds to counties baseless.
