MoH releases benefit tariffs for new SHIF scheme

The Ministry of Health (MoH) has released new tariffs to the benefits package in the new Social Health Insurance Fund (SHIF) scheme.

In consultation with the Social Health Authority (SHA) board, the prescribed tariffs applicable to the SHIF benefits package are still open to further deliberations with persons who are likely to be affected.

Further engagements with respective stakeholders on the proposed tariffs will be held.

Hereunder are the proposed tariffs under the SHIF;

Outpatient care services provided in Level 2, 3 and 4 primary health care referral facilities designated by the Authority shall pay Ksh.2,000.

The ministry added that ARVs, HIV testing and follow-up tests, family planning commodities, antimalarial medication and testing, anti TBs and testing, and KEPI vaccines will be offered free of charge.

Inpatient services in Level 4-6 hospitals, with a limit of an admission of up to 50 days shall charge a tariff of Ksh.3,500 in Level 4, Ksh.4,000 in Level 5 and Ksh.5,000 in Level 6.

Maternity, Newborn and Child health services accessed in Level 4-6 healthcare facilities will have a Ksh.11,200 tariff for normal delivery and Ksh.32,600 for cesarean section.

Renal care packages in Level 4-6 facilities will have patients paying Ksh.10,500 for Hemodialysis and Hemodiafiltration services per session and a Ksh.180,00 monthly fee for Peritoneal dialysis.

For mental wellness packages in Level 3-6 facilities, outpatient services will cost Ksh.1,200 and inpatient services will cost Ksh.3,400 (Level 4), Ksh.4,000 (Level 5) and Ksh.5,000 (Level 6).

Rehabilitation will cost Ksh.14,000 and Ksh.125,000 for rehabilitation.

Packages for oncological services in level 4-6 services will see a payment of Ksh.5,000 in chemo administration, PET Scan will cost Ksh.53,000, CT-Scan will cost Ksh.9,600, and Ksh.11,000 for MRI.

Patients will also pay Ksh.15,000 for bone scans, Radionuclide scan will cost Ksh.11,000 and up to Ksh.40,000 for Brachytherapy.

Medical imaging packages accessible in all respective facilities will have patients pay Ksh.11,000 for MRI tariffs, Ksh.9,600 for CT scans, Ksh.8,000 for CT Angio and Ksh.4,000 for Fluoroscopy.

Mammography services will cost Ksh.3,000, special ultrasounds will cost Ksh.5,000 and Echocardiograms Ksh.3,500.

Pharmacy packages in all public pharmacies will be free of charge.

End-of-life services - preparation of a body in a mortuary - will cost Ksh.500 a day with a limit of up to five days.

Health CS Susan Nakhumicha has now invited interested members of the public, stakeholders and organizations to submit their views on the proposed tariffs.

SHIF is expected to roll out by the end of June, and President William Ruto is expected to launch the registration exercise in the course of this period.

Both salaried and non-salaried Kenyans will make a monthly 2.75% contribution of their income to the fund.
