The Uganda Law Council (ULC) has reversed its previous decision and granted a temporary practicing certificate to Kenyan senior advocate and politician Martha Karua.

This clearance allows her to represent Uganda's long-time opposition leader, Dr. Kizza Besigye, and his aide, Hajj Obeid Lutale, in the General Court Martial.

Dr. Besigye and Lutale, who were detained for weeks after their alleged abduction from Nairobi in November 2024, are set to appear before the military court tomorrow.

The Law Council initially denied Karua's application, citing insufficient documentation and possible political implications.

However, Ugandan dailies report the the council’s change of stance came after significant pressure from legal professionals, human rights groups, and political figures who questioned Uganda’s adherence to justice and international legal norms.

Prominent lawyer Isaac Ssemakadde praised the council’s decision, stating, “This outcome shows Uganda respects global legal standards.

"The Monday ruling sends a message that foreign professionals can practice here under our laws. The council’s reconsideration is a step in the right direction.”

Armed with the certificate, Karua is now expected to file the document with the General Court Martial in Makindye, Kampala, enabling her to head Dr. Besigye’s expansive legal team of 40 lawyers.

The pair were allegedly transported back to Uganda via the eastern border and charged with offenses related to national security, including illegal possession of firearms and ammunition.
