EACC summons 4 Moi University council members over Ksh.2.2 billion fraud

The Ethics and Anti-Corruption Commission (EACC) has summoned four council members from Moi University to record a statement over the alleged embezzlement of Ksh2.2 billion through various infrastructural projects. 

In a letter dated November 19, 2024, the commission invited council chair Dr Humphrey Njuguna, council member Professor Clara Samiji, Education Ministry representative Charles Obiero and Treasury Representative Isaac Memusi. 

According to EACC, the officials are expected to provide information regarding 11 projects within the university. 

One of the projects includes the proposed construction of the School of Public Health, Dentistry and Nursing at a sum of Ksh.726 million and other construction works such as electrical installation (Ksh.148 million) and plumbing as well as drainage works.

Other projects include the construction of a library phase II at Annex campus at a cost of Ksh.1.1 billion. The cost excluded electrical installation works (Ksh.169 million) and installing air conditioning at Ksh.35 million. 

The university also sought consultancy services to supervise the construction of Library Phase II and also completion of the School of Public Health. 

"To facilitate the investigation, kindly facilitate the listed University Council members to attend interview and statement recording in respect of the matters under investigation at EACC Eldoret office," the letter read in part. 

EACC noted that 59 persons from the university are of interest, including Vice-Chancellor Professor Isaac Kosgei who has already recorded statements on the allegations. 

The university is facing a series of financial challenges that led to temporary closure and staff industrial action.

The University Council has, however, confirmed holding consultations with key stakeholders to ensure the long-term stability of the institution. 

“We are optimistic that with continued government support and by implementing strategic measures, Moi University will emerge stronger and more resilient,” the council stated in a statement dated November 26, 2024.
