CS Ruku unveils 'Huduma Smart Serikalini' to boost gov't service delivery

The government has officially launched public service operations in Ashabito Sub-County, Mandera North, marking a major milestone in decentralizing service delivery to remote regions.

The event, characterized by celebrations and strong community turnout, was led by Cabinet Secretary for Public Service, Human Capital Development, and Special Programs, Geoffrey Ruku.

The occasion also saw the unveiling of the Huduma Smart Serikalini initiative (Mandera Edition)—a flagship programme aimed at transforming the efficiency, timeliness, and responsiveness of public service delivery.

This marks a significant step in the Ministry’s broader agenda to ensure services reach all corners of the country.

Speaking at the ceremony, CS Ruku emphasized the Government’s commitment to inclusivity in service provision.

“This is just the beginning,” said the CS. “Our goal is to ensure no Kenyan is left behind. The Huduma Smart Serikalini initiative is our transformative vehicle to improve accessibility, efficiency, and accountability in service delivery. It will leave a lasting impact on communities across the country.”

The launch follows the completion of key infrastructure in the newly gazetted sub-county, including the Ashabito Sub-County Headquarters and the Deputy County Commissioner’s offices. Funded through the National Government Constituency Development Fund (NG-CDF) under the leadership of Mandera North MP Abdullahi Bashir Sheikh, these offices will host all national government departments—eliminating the need for residents to travel long distances for essential services.

As part of the day’s activities, CS Ruku also supervised the distribution of 700 bags (35 tonnes) of relief food to the community—a timely intervention from the State Department for Special Programmes.

Additionally, the Ministry launched the disbursement of NG-CDF bursaries worth KSh 39 million, targeting underprivileged students in Mandera North as part of the government’s commitment to education and social protection.

In a strategic planning session with government officials, the CS announced the proposed establishment of a Huduma Centre in Rhamu. Once operational, the facility will serve as a one-stop shop for essential services across Ashabito and greater Mandera North.

“This move underscores the ministry’s ‘Fresh Approach, Timeless Impact’ philosophy,” said CS Ruku. “We are ensuring that even the most remote communities are fully integrated into the national service delivery framework.”

Local leaders and residents hailed the operationalization of Ashabito Sub-County as a turning point for regional development, improved security, and economic empowerment.

The initiative also advances the objectives of Article 232 of the Constitution, which underscores key principles of public service, including accessibility, accountability, and citizen engagement.

CS Ruku was accompanied by a delegation of senior national and county leaders, including Mandera Governor Mohamed Adan Khalif, Deputy Governor Dr. Ali Maalim Mohamud, Members of Parliament Abdullahi Bashir Sheikh (Mandera North), Umulkheir Kassim (Mandera), Fatuma Jehow (Wajir), Aden Dawud (Wajir East), Sulekha Hulbale (Nominated), and several Members of County Assemblies from Mandera and neighboring counties.

CS Ruku concluded by reaffirming the Ministry’s commitment to grassroots transformation through sustained rollout of the Huduma Smart Serikalini initiative, reinforcing the Government’s pledge to deliver inclusive and citizen-centric development.
